It’s still legal in much of Illinois to have one hand on the steering wheel and one hand on the phone. That would change, under a bill that has been introduced in the House. State Rep. John D’Amico (D-Chicago) wants to ban the use of hand-held devices while driving. “The way I look at it, it allows you to have two hands on the wheel to possibly avoid an accident instead of having the phone to your head,” D’Amico said.

Kay Hatcher (R-Yorkville) says this bill discriminates against those with limited funds and disabilities. “I feel there are other ways we can deal with this without having an all-out ban,” Hatcher said.
