A Chicago senator would like to see a ban on smoking inside vehicles if a child is present.  Democrat Ira Silverstein has introduced legislation that would make the practice illegal.  Silverstein's intention is to protect children from secondhand smoke.  If the bill wins approval, people breaking the law would face a one-hundred dollar fine.  However, police would not be able to stop motorists solely on the smoking violation.
