The latest incarnation of Ball Park Village is one step closer to reality.  The Downtown Economic Stimulus Authority yesterday okayed 17-million dollars in tax increment financing to help fund the plan, which includes shops, restaurants and a Cardinals Hall of Fame on the block just to the north of Busch Stadium.  

The bonds are backed by the Cards themselves, which Cardinals President Bill DeWitt the Third says this next step won't cost the city of St. Louis.  Beyond the plans for the two block development, the construction will also include laying the groundwork...streets and sewers...for six more blocks for future development.  The Busch themed restaurant will have a rooftop view inside the stadium.   The St. Louis Board of Alderman will vote on the plan today, then it must meet approval from a state panel.
