James M. Bailey Sr.A man who broke many color barriers in Alton will have a portion of a street named after him.  James Bailey Sr. was the first black administrative assistant to the superintendent in the Alton School District, the first black citizen elected to the Alton City Council and the first to be named comptroller for the city.  He will be recognized in Upper Alton with the honorary designation of a portion of Salu Street this afternoon.

Alderman Alice Martin tells The Big Z the portion of Salu between Washington Avenue and Humbert Street will now be known as “James M. Bailey, Sr. Memorial Way.”
