Alton Police arrested and cited an Alton man after claiming he was illegally handing out election materials on Tuesday. 48 year old Abe Lee Barham, Junior, of the 1900 block of State Street was cited with improper walking in the roadway and violating a city ordinance dealing with solicitors and peddlers. Barham is alleged to have been handing out election materials at the corner of Central and Pearl Streets Tuesday afternoon, but according to authorities the material did not include who sponsored it.
The material was a small yellow bookmark style sample ballot distributed by the Democratic Party. Barham got the materials from the Democratic Central Committee, but according to police did not have printed on it who was sponsoring the material to be distributed. The materials, according to city ordinance, should have included the sponsoring organizations name and address. The arresting officer also alleges Barham was in the street handing out materials. Barham is a Precinct 8 committeeman, and says he has been handing out the election materials for many years. He was jailed until a bond of $12-hundred dollars was posted by a family member. Barham says he plans to ask the party to reimburse him for the bond. A party official says they had not seen the police report and will consider the request.
