The Alton City Council is taking steps to clarify the process by which citizens can address the council. The issue arose last month when a large group of people came to the Committee of the Whole in hopes of sharing their opinions on the hiring of former Director of Development and Housing Phil Roggio. It is uncommon for public discourse during the committee meeting, but that is about to change, according to Corporation Counselor Jim Schrempf.

In other committee business, the process for passing ordinances under suspension of rules was clarified, adding a provision for the council to reaffirm its action at the next council meeting. These and other items will be under consideration tomorrow night at the full council meeting.
